III. PUBLIC HEARINGS

1. Amendment to Section 14-76 of the Southampton County Municipal Code, “Final Plat, Time for Filing.” The proposed ordinance amends the Southampton County Municipal Code to bring it into conformance with the 1950 Code of Virginia as amended.

2. CPA 2011:02 - Request by R. Edward Railey, III, applicant, for James R. and Valerie M. Prosise, owners, requesting a change in Comprehensive Plan designation from Single Family Residential to Industrial in the Courtland Planning Area for a tract of approximately 2.0 acres. The tract is located on Meherrin Road (US 35) approximately 1,800 feet northeast of its intersection with Southampton Parkway (US 58). The property address is 23245 Meherrin Road, Courtland, VA 23837. The applicant seeks to establish a trucking terminal and office using the existing building. The property is known as Tax Parcel 74-17B and is located in the Capron Voting District and the Capron Magisterial District.

3. RZA 2011:02 - Request by R. Edward Railey, III, applicant, for James R. and Valerie M. Prosise, owners, requesting a zoning map amendment from A-1, Agricultural to CM-1, Conditional Limited Industrial District for a tract of approximately 2.0 acres. The tract is located on Meherrin Road (US 35) approximately 1,800 feet northeast of its intersection with Southampton Parkway (US 58). The property address is 23245 Meherrin Road, Courtland, VA 23837. The applicant seeks to establish a trucking terminal and office using the existing building. The property is known as Tax Parcel 74-17B and is located in the Capron Voting District and the Capron Magisterial District.

4. Request by Virginia Electric and Power Company, applicant, for Virginia Electric and Power Company and Bessie Nora Edwards Heirs, owners, requesting a Conditional Use Permit to permit the construction and operation of a power generating plant on property zoned M-2, General Industrial District, per Sec. 18-313(38) of the Zoning Ordinance. The property is known as Tax Parcel 92-8B and a portion of Tax Parcel 92-8 and is approximately 91.22 acres in size. The property is located at 30134 General Thomas Highway (Rte. 671), on the south side of General Thomas Highway between Delaware Road (Rte. 687) and Shady Brook Trail (Rte. 650). The property is located in the Franklin Voting District and the Franklin Magisterial District.

V. BZA MATTERS –

1. Application of Michael Gary, seeking a Special Use Exception to install an industrialized building (cargo container) as specified in Sec. 18-37(12) of the Zoning Ordinance. Said Special Use Exception is for property known as 26254 Popes Station Road, Capron, VA. The property is identified as Tax Parcel 87-29A, and is located approximately 3527’ north of the intersection of Popes Station Road (Rte. 609) and Garris Mill Road (Rte. 693).
