Low-Income
County Residents Eligible for
Dry Well Replacement Program
Some
Southampton County residents
may be eligible to apply for
the Virginia Dry Well Replacement
Program.
The
program was created at the direction
of Governor Mark Warner by the
Virginia
Department of Housing and Community
Development (VDHCD) to provide
funds to drill new wells for
low- and moderate-income households
whose wells went dry due to
the severity of the 2002 drought.
The
temporary program sets aside
$2.5 million statewide to provide
financial assistance to low-
and moderate-income households
that have experienced a complete
loss of water at their private
water source as a result of
the drought conditions of 2002.
The program allows $5,000 per
home to drill new wells where
the existing well has gone dry.
Funds
are made available to low- and
moderate-income individuals
as a zero-percent interest loan
amortized over 10 years. Payback
of the loan is predicated on
the client's ability to pay.
Loans are secured with a 10-year
lien on the property.

Southampton
County has designated The STOP
Organization as its subrecipient
to administer access to the
Community Development Block
Grant funds available for this
