The Children's Services Act (formerly the Comprehensive Services Act) for At-Risk Youth and Families (CSA) is a law enacted in 1993 that establishes a single state pool of funds to purchase services for at- risk youth and their families.  The state funds, combined with local funds, are managed by local interacency teams (FAPT and CPMT) who plan and oversee services to youth.  The mission of the CSA is to create a collaborative system of services and funding that is child-centered, family-focused and community-based when addressing the strengths and needs of troubled and at-risk youth and their families.
 
Family Assessment & Planning Team (FAPT): Looks at the strengths and needs of each individual youth (and his/her family), who has been approved for referral to the Team. The Team works with the youth and their family to establish goals, identify desired outcomes, determine the complement of services required to meet their unique needs, and prepare a service plan.

Community Policy & Management Team (CPMT): Coordinates agency efforts, manages the available funds, and sees that eligible youths and their families are referred for assessment are appropriate.
